The framework aims to establish federal oversight of frontier model hardware, development, and deployment in order to mitigate risks related to biological, chemical, cyber, and nuclear threats.
Senator Romney emphasized the importance of balancing the benefits of AI with the risks it poses to national security, stating, "AI has the potential to dramatically improve and transform our way of life, but it also comes with enormous risks to national security and our humanity at large."
Senator Reed echoed these sentiments, emphasizing the need for swift action, "Artificial intelligence models are being adopted at a rapid pace... This bipartisan framework addresses key catastrophic challenges posed by AI and the security protocols needed to safeguard against them. We can’t wait to act."
Senator Moran highlighted the strategic advantage that AI innovation can offer the U.S., while also emphasizing the importance of mitigating extreme risks, "The evolution of artificial intelligence is an opportunity for U.S. innovation, efficiency, and strategic advantage... we must responsibly harness the power of AI and make certain we are mitigating extreme risks that would threaten our national security."
Senator King stressed the importance of careful consideration when moving into an AI future, "In the ever-evolving global threat landscape, the United States has to stay one step ahead of new technologies to protect both our national security and interests at home and abroad... This AI framework provides critical guidelines for federal oversight of AI technology so that it cannot be misused by bad actors looking to cause harm."
The proposed framework seeks to ensure that the U.S. maintains a competitive edge in AI technology while safeguarding against potential threats from foreign adversaries and malicious actors. It calls for federal oversight of the development and deployment of frontier AI models to prevent misuse that could lead to harmful outcomes.
Stakeholders and the public are invited to submit responses to the framework by May 17 to framework_responses@romney.senate.gov. The framework aims to address the risks associated with advanced AI models and provide a structure for responsible oversight to protect national security interests.
